Jurisdictions roadmap
What's needed to lift each stub regulatory corpus to production-grade. Per jurisdiction: statutory authorities, tax-stability anchors, indigenous consultation regime, resource-adequacy programs, and the canonical secondary-source citations that should anchor each section.

Brazil — what to populate
To lift BR@stub to production-grade for the Brazil-as-second-LatAm-port thesis, populate:

| Indigenous consultation | Convenção 169 OIT (Decreto 5.051/2004), Constituição Federal Art. 231, Estatuto do Índio Lei 6.001/1973, FUNAI procedures, recognized indigenous lands per ISA database |
| Resource adequacy | A-1, A-3, A-5, A-6 capacity auctions; ACR vs. ACL contracting; thermal contracts under Lei 14.300/2022; capacity remuneration under Lei 14.182/2021 |
| Settlement / FX | BCB Resolution 4.373 / 137 for foreign-investor flows, IRRF on remitted dividends, no equivalent of RIGI but Manaus FZ + REIDI provide partial substitutes |

| Settlement / FX | Wires + ACH + USDC + standard counterparty risk; minimal jurisdictional friction within US; cross-border requires EAR + OFAC + (potentially) CFIUS clearance |
Lifting a stub to production
- Populate the snapshot per the checklist above; cite primary sources in
statutory_basis. - Confirm with a local counsel firm — for AR we have routed to Bruchou / Marval / Beccar Varela; comparable firm rosters per jurisdiction (Brazil: Mattos Filho / Pinheiro Neto; Chile: Carey / Claro; Paraguay: Vouga / Berkemeyer; Uruguay: Guyer & Regules / Ferrere; US: Latham / Sullivan & Cromwell / Sidley).
- Identify the open interpretive questions specific to the jurisdiction; add as
CorpusAssumptionrecords with conservative defaults. - Update the per-jurisdiction MDX page with citations + confidence-tagged content.
- Issue the snapshot with version
<COUNTRY>@<YYYY-MM-DD>.1and add to the registry.
Corpus versioning
When to issue a new regulatory corpus snapshot, how to chain successors, and the legal-admissibility requirements that drive corpus immutability.
