AllocationPlan

AllocationPlan is the planner output for multi-slot procurement. It does not commit ownership or issue encumbrances; it packages candidate components and a compatibility posture so an operator can decide whether to move to a signed pool.

Core fields

• solver_strategy: greedy_score, homogeneous_jurisdiction, or homogeneous_carbon_class.
• components[]: each component includes slot_id, owner_participant_id, allocated_mw, slot_stage_gate, and a full per-component Verdict.
• aggregate_mw: total planned MW across components.
• regulatory_compatibility: homogeneity flags for jurisdiction, carbon class, and RIGI posture, plus conflict details.
• binding: always false.
