Per-country regulatory body and tax-stability regime enums. ISO-2 country codes, ENRE/CAMMESA/FERC/CAISO/ERCOT/etc. for regulators, AR_RIGI/US_IRA/US_OZ/BR_REIDI/etc. for tax stability.

Tax stability regimes
| Regime | Country | Notes |
|---|---|---|
AR_RIGI | Argentina | Régimen de Incentivo para Grandes Inversiones — 30-year tax/customs/FX stability for projects ≥ $200M. Drives a substantial part of the Argentina compute-energy thesis. |
US_IRA | United States | Inflation Reduction Act PTC/ITC eligibility. |
US_OZ | United States | Opportunity Zone tax deferral. |
BR_REIDI | Brazil | REIDI infrastructure tax incentive. |
PY_70_125 | Paraguay | Law 70/125 industrial maquila regime. |
CL_DL_600 | Chile | DL 600 historical foreign-investment statute (legacy). |
UY_FREE_ZONE | Uruguay | Free-zone status for compute infrastructure. |
PE_LEY_30309 | Peru | Tax incentive for R&D + tech. |
none | — | No regime. |
other | — | Custom or local regime not enumerated. |
Why tax stability is a first-class field
Tax stability determines whether a 25–30 year tolling contract is underwritable. A slot in Argentina without AR_RIGI is a materially different financial instrument from one with RIGI locked under a certificate — different capital structure, different LP appetite, different counterparty profile. Surfacing the regime and certificate ID on the slot enables the rights engine to evaluate eligibility (checkRigiEligibility) and allows a DemandSpec to filter for rigi_eligible slots.
Per-jurisdiction regulatory corpus
The bare jurisdiction code on a slot is paired with a deeper regulatory corpus snapshot — authorities, statutes, tax regimes, indigenous-consultation regimes, resource-adequacy programs, and any open interpretive questions still pending counsel sign-off — pinned by regulatory_corpus_id (e.g., AR@2026-05-06.1). Stage gates
The nine-gate development ladder for compute-ready energy projects: LAND → ENERGY → PERMITS → SUBSTATION → TURBINES → FINANCE → BUILD → ENERGIZE → TENANT. Each transition is gated by prerequisites and recorded with a Verdict.
Site & fuel-source class
Enums for site_class (hydro, gas, wind, solar, behind-meter, orbital, submerged, nuclear SMR, geothermal, battery) and fuel-supply class (associated gas, stranded dry gas, hydro variants, renewables, etc.).
